Subject: SBC with video-in and touch screen controller

Hello, 
we work on a project related to golf. We work with a digital 8 Sony camcorder. 
The video signal use a RF module (transmitter with the camcorder and receiver with LCD display). 
We want to add annotations over the image (circle, line,...). We want to do that using a touch  
screen controler. 
Which product would be the best ? 
Which software I need for software development ?
